Our project experience reflects the growing importance of addressing environmental issues not only in the planning, development and operation of everyday infrastructure, but also in the conservation of natural resources and habitats.


Transboundary River Basin Management. Phase 2: Seversky Donets Basin, Rostov-on-Don
I
mplemented through the EU’s Tacis Programme (Regional Action Programme 2003). The project focused on transboundary river basin management of the Seversky Donets River – shared between Ukraine and Russia. There was a particular emphasis on integrated water management, using the European Water Framework Directive as a general reference framework.

The project addresses the water quality management and related polluting impact in a river basin which flows from one country to another.

Key objectives were to:
  • Demonstrate the application of the Guidelines on Water Quality Monitoring and Assessment of Trans-boundary Rivers as drawn up by the UN/ECE Task Force,
  • Promote and assist in the upgrading of the monitoring services,
  • Evaluate and recommend improvements to the Guidelines based on experience gained during the project,
  • Train managerial and technical staff on modern systems for the monitoring and assessment of water quality,
  • Impart, through expert tuition and workshop practice, reasonable competence among local experts.
Capacity building was an important aspect of the project, with particular emphasis on working with, and enabling the beneficiary organisations to develop the application of the Guidelines both internally and with their trans-boundary counterparts.

Services included:
  • Reviewing trans-boundary activities and associated legislation, capabilities for monitoring and assessment, water management practices and existing data and information sources,
  • Raising public awareness, progress and dissemination workshops,
  • Designing and testing a water monitoring and assessment strategy for each river basin,
  • Creating an inventory of factors relating to trans-boundary impact in the four basins,
  • Selecting and procuring monitoring equipment and associated training and QA/QC procedures,
  • Supporting beneficiary organisations with field sampling and analysis, and associated data management/ exchange,
  • Trialling exchange of water quality monitoring information,
  • Reviewing project results and associated recommendations, including a combined final river conference.
