Background
The project is working under the overall policy direction and
leadership of the Ministry of Health and Social Development to
implement the Federal Targeted Programme “Social Support for the
Disabled for the years 2006-2010”. The project will be used to
improve and modernize the existing system of rehabilitation,
promote the pro-active inclusion of people with disabilities and
the use of their potential in society, and develop missing elements
or components of a modern rehabilitation system that provides a
continuous cycle of rehabilitation services from birth
onwards.
Description of the Project
The project has three components:
Component 1: Improvement of federal and regional legal
regulations in the area of social policies and social protection of
the disabled.
This component focuses on formulating policies and drafts of laws
which will regulate social policy and social protection of the
disabled.
These concepts will be developed on the basis of an analysis of the
existing federal legislation and the legislation of the pilot
subjects, as well as of the relevant legal practice.
Component 2: Support in the development of a national system
for training of specialists for a process of comprehensive
rehabilitation of disabled people.
This component focuses on formulating concepts and proposals for
the comprehensive development of the system for training and
re-training of rehabilitation specialists based on the analysis of
the relevant practice and recent experience in Western
Europe.
Component 3: Development of the rehabilitation system for
disabled people in the pilot regions through competitive
contracting and active involvement of non-governmental institutions
and agencies in the delivery of social rehabilitation
services.
This component focuses on diversifying service delivery to the
disabled and their families by building up regional systems of
rehabilitation service provision and conducting pilot modules with
the aim to develop and implement social rehabilitation models for
different categories of the disabled, depending on age (0-18 and
18-35), type of impairment, congenital/acquired disorders
etc.
