Our activities in Russia are not as vigorous as in the rest of Europe, Asia or North America, but the upward economic trend together with high demand in safe and efficient transport service and expanding infrastructure are promising for national, private and PPP transport projects in Russia.


Technical Advisor for the “Nadzemny Express” (NadEx” Light Rail Concession Project, St. Petersburg, 2007 – 2008
Appointed to assist the client with the tender and award a concession contract for the NadEx Light Rail Concession.

The scope of advisory services includes:

  • review functional/technical solutions and make critical assessment of forecast capital and operating costs
  • review ridership and revenue forecasts
  • undertake risk analysis
  • draft technical sections of bidding documents for a concessionaire to construct and operate Nadzemny Express
  • assist the client in bid evaluation, negotiations and contract award

Technical Advisor for Developing Pulkovo Airport
The City of St Petersburg recognises that Pulkovo Airport is operationally and developmentally constrained by the positioning of its two terminals and airside facilities. An airport master plan was commissioned in 2005 (completed in 2007), which outlined what development would be required in line with traffic forecasts. It was further decided that the development of the airport, including a new combined international and domestic terminal, should be undertaken via a Public Private Partnership (PPP). As a first step in creating such a PPP, a ‘roadshow’ was set up whereby interested parties could gain a greater knowledge of the project, and register their interest.

Pulkovo AirportAs technical advisor to the City, Mott MacDonald was appointed to provide high quality visual images of the potential development. These were to be used in presenting the scheme to the 300 Roadshow attendees, including a cross-section of major airport operating companies, financial institutions and consultants, as well as for promulgation on the project website. In addition to still images for use in project documentation, the main submission was a fly-through animation illustrating the change from the existing layout to the future plan, including the visualisation of the proposed new terminal.
