Our Management Division in Russia provides Project and Cost
Management consultancy services. The Moscow based team comprises
full time permanent staff, with key members of the team being
Professional Chartered Quantity Surveyors / Project Managers. Our
team has developed an unrivalled track record in the successful
delivery of fast-track, high quality construction and fit-out
projects in Moscow.
We have broad experience of a diverse range of new-build, fit-out
and refurbishment projects – varied both in terms of scope and
geographical location. Market sectors that we serve include the

Project and Cost Management
Construction projects are generally individual in nature and the
objectives of project Sponsors differ from project to project. We
aim to understand the key issues of each project at the outset so
that we are able to tailor the services that we provide
accordingly.
The range of services that we offer includes:
Project Planning and Organisation
Scheme development; providing advice on the financial viability of
projects coupled with knowledge of the market. We offer financing
advice and development appraisals to assist project Sponsors in
achieving an optimum return on their investment.
Project preparation including:
- writing the brief to establish a clear understanding of the
project sponsor's objectives and communicating these to all project
participants
- consultant selection; managing the appointment process on
behalf of the project sponsor of architects, engineers and other
consultants
- programme preparation using recognised industry standard
software to prepare project programmes and resource schedules
- risk management; identifying the critical factors in the
project and assessing the impact and required mitigations for
these
Commercial and Procurement Advice
Procurement strategy; we provide advice to identify the most
appropriate method by which to procure consultants, contractors and
other suppliers to the design and construction of a project. We
prioritise the importance of time, quality, cost and apportionment
of risk to select the most suitable procurement route.
Managing the procurement process, including:
- pre-qualification, market research and taking references
- tendering: preparing tender documentation, coordinating and
managing the tender process, tender evaluation, and analysing
tender returns for accuracy, completeness and competitiveness,
running pre and post tender interviews
- contract preparation; including negotiation; preparation of
appropriate contract documentation and facilitating the conclusion
of agreements.
Project Management
Our Project Management expertise covers the following areas:
- design management; agreeing design programmes with selected
architects and engineering designers, then monitoring progress
against the approved programmes, challenging design solutions,
managing the design teams
- project administration; administering the various contracts on
behalf of our Client, managing progress, ensuring all stakeholders
understand their roles and responsibilities
- project controls; including planning, risk management change
control and reporting, the focal point for all project dialogue and
correspondence
- quality assurance; checking the quality of works are in
compliance with contractual obligations, delivered through raising
areas of concern, recommending corrective actions and monitoring
the rectification of defective works.
Cost Management
Our Cost Management expertise covers the following areas:
- budgeting and cost planning; preparation and maintenance of
project budgets to provide accurate statements of ‘out-turn’
costs
- value engineering; reviewing design options and construction
methodologies to drive best value in the delivered works
- life cycle costing – we evaluate and reconcile material costs
against maintenance costs over the lifespan of a product -
particularly of use to Clients who are the end users where
operating and maintenance costs are of paramount importance
- cost management including; project accounting; change control;
cashflow analysis; valuations; progress payment administration and
preparation of final accounts.
General Consultancy
In addition to specific project task we also provide the following
services:
- acting as Lender’s Representative,
- due diligence, carrying out investigations and cost audits and
providing reports,
- move management, support and management of the move
process
- Permits and Approvals advice.
